Have you attended a QGP LTD course, conference or seminar? Have you an urgent problem that needs a solution in your school? First access is by CD ON-LINE or CM-SYSTEM to solve your problem. Then if you have a licence to use the QGP school management documents, you have telephone access to one of the consultants listed below.

Scope of Consultancy Advice

QGP LTD are able to draw upon a wide range of consultancy advice in education and education law as well as Health & Safety, Risk Assessment, Workforce Reform and Conditions of Service. Our associate team of consultants are able to advise in Physical Education and all aspects of school and college visits at home and abroad.

Expertise of Consultants

Chris Lowe CBE, Executive Director & Editor-in-Chief was the former Headteacher at Prince William School, Oundle. He is a Lawyer, writer of The Times Educational Supplement’s Legal Issues column, author of Teachers’ Rights, Duties and Responsibilities, editor to Croner’s School Governors Briefing, former Legal secretary to SHA, honorary legal consultant to SHA, visiting Professor of Education to Edith Cowan University, Perth, Western Australia and Chair to the Educational Visits Advisory Council at the DfES.

Russell Clarke, Company Secretary and Director, is a former Deputy General Secretary and Legal Secretary to SHA with responsibility for SHA’s HOTLINE-legal and Field Officer Service.


Stephen Szemerenyi, Company Chairman and Director, is a former Headteacher at Finchley High School, co-author of Running a School, Pay and Conditions of Service Consultant to ASCL, Field Officer for ASCL, a trained OFSTED team inspector, an accredited LPSH trainer, external advisor and external threshold assessor.

Peter Whitlam, Education Consultant and former General Secretary of the British Association of Advisers and Lecturers in PE (Baalpe) . After a period as a Head of PE in a comprehensive school, Peter moved into HE and then into the advisory service. He eventually became Senior Secondary Inspector in Dudley and, later, the General Secretary of baalpe. Currently, Peter is AfPE’s Project Manager for Health and Safety. He has written books about Safe Practice and Case Law in PE, is a trained legal expert witness and has higher degrees in law and education. 

The main consultants are supported by a team of associate consultants who are specialists in their chosen field.

Fees & Costs

Normally advice given in a short telephone call, is all part of the QGP LTD service to Schools and Colleges who hold a QGP licence.

Where advice is to be more extensive perhaps involving a site visit, the Consultant concerned would negotiate fees and expenses following agreement with the School or College.
