Consultation on the proposed draft regulations and guidance, issued by the Rewards and Incentives Group (RIG), ended on 30 August 2006. It is envisaged that the proposed changes will take effect from 1 September 2006, though in reality it is only the planning aspect that would come into force immediately, as any pay progression decisions or recommendations for the academic year 2005/06 would be carried out on the basis of the current regulations. The timescale is tight and schools will have up to 31 January 2007 to:
- develop policies;
- provide training for all those covered by the regulations, but especially reviewers; and
- complete the planning meeting for 2006/07.
Pay progression determinations on the new regulations would be made for the first time with effect from 1 September 2007.
The main provisions of the draft proposals are set out in the QGP new Management Guide document PM1.
