The Education and Inspections Act 2006 inserted a new section 21(5) to the Education Act 2002 introducing a duty on the governing bodies of maintained schools to promote community cohesion. From September 2007 all maintained schools have a duty to prepare schemes to promote community cohesion. Schools already have duties to promote the spiritual, moral, cultural, mental and physical development of pupils. They also have a duty to eliminate unlawful racial discrimination and to promote equality of opportunity. Schools' disability and gender discrimination policies should have been in place in 2007, and schools should now be preparing to report to governors the first year's working of their schemes.
